Sheriff Kevin W. Hall 59 has announced his re-election candidacy for a fifth term as the Alleghany County/City of Covington Sheriff in the November 7, 2023, general election. He was notified on January 28, 2023, by the voter registrar that he had received the required number of signatures, and had filed the proper paperwork to be placed on the ballot for re-election.
Biography:
Born June 4, 1964, in Alleghany County, parents Barbara Hall of 804 Summit Drive and the late Houston E. “Eddie” Hall, who was a member of the Alleghany County Board of Supervisors, attended Boiling Spring Elementary, 1982 graduate of Alleghany County High School, received a law enforcement certificate from DSLCC in 1988, Associate’s degree in Criminal Justice from DSLCC in 1989, graduate of the Central Shenandoah Criminal Justice 49th Basic Law Enforcement Training Academy in Waynesboro where he was elected class president and honored as
the top driver. A general instructor at Central Shenandoah, and Cardinal Criminal Justice Academy in Salem, resides at 508 Bird Farm Road in Covington with his wife Deanna, and two daughters Alexis and Delaney. He has an adult daughter Addison, and granddaughter Sadie who resides in the Alleghany highlands. His daughter Bailey resides in Frisco Texas. His son Ryan, daughter-in-law Ly’chelle along with his granddaughters Kaliyah, Raegan, and grandson Taj reside in Roanoke County. He is a member of Temple Baptist Church.
Law Enforcement Career:
Hired as a patrolman at the age of 21 by the Covington Police Department during his 22 years of service he was a patrolman, DARE officer, detective with the Alleghany Highlands Drug Task Force, patrol sergeant, school resource officer, and at the time of his election to office of Sheriff he was a detective sergeant criminal investigation, in 1997 he was named “Police Officer of the Year” by Covington Post 1033 Veterans of Foreign Wars. His law enforcement training resume includes basic supervisor training, VCIN/NCIC certified dispatcher, and computer-aided dispatch training, basic and advanced fundamentals of traffic accident reconstruction from Virginia Commonwealth University’s Transportation Safety Center, attended a U.S. Department of Transportation methamphetamine and marijuana interdiction conference, surveillance training through the Virginia State Police, death scene investigation and photography, attended Roanoke Police Department’s Homeland Security Defense instructor’s school. Graduate of the National Sheriff’s Institutes 95th training session due to receiving an all-expense paid scholarship in Longmont Colorado. He’s on the Virginia Sheriff’s Association membership committee which has assisted fourteen local high school graduates with scholarship money to attend college in the past fifteen years. He was elected to the Virginia Sheriff’s Association Board of Directors by the membership in 2011 as the Region III director and he currently holds the office of past president. Hall was elected Treasurer 2017, Secretary 2018, 2nd Vice President 2019, 1st Vice President 2020, the 88th President in 2021 who represented 123 Sheriffs, and 9,500 member Deputies. He was appointed to the Virginia E-911 Board Services Board in July 2015 as the Virginia Sheriff’s Association representative by the Governor’s office. He was elected Vice Chairman of that committee in January 2019, and he currently serves in that capacity. He along with his son Ryan traveled the state visiting the five medical schools educating future physicians on the dangers of opioids, showing the documentary which was produced by the Virginia State Police, and telling their story “Heroin Broken Dreams Ruined Lives. Due to his expertise on the opioid crisis Sheriff Hall was appointed in 2018 by the Governor serving a two-year stint on the State’s Advisory Commission on Opioids, and Addiction which met quarterly in Richmond. Governor Youngkin appointed him July 1st, 2023 to a three-year term on the Governor’s Addiction and Recovery Council.

for six years. He served as an assistant football-baseball coach since 2002 while he was a School Resource officer at Covington High School, and was the Head Varsity Baseball coach the past eight seasons. Hall is currently an assistant football coach for the newly consolidated Alleghany Cougar football team. He has donated his free time to provide security for the Alleghany Heart Unit at the Queen of Hearts pageants. Worked with Kar’s Unlimited, and the Alleghany Cruisers during cruise-ins raising money to help people with major illnesses defray medical costs. He is the Treasurer of the Alleghany Highlands Republican Party and the Republican Party nominee for the Office of Sheriff.
Highlights of past fifteen and a half years as Sheriff:
Working with Clifton Forge Police Chief Balser, Covington Police Chief Broughman, Iron Gate Police Chief Hodge, Bath County Sheriff Norfleet, and Alleghany County/City of Covington Commonwealth Attorney Ed Stein to sign a mutual aid agreement that allows officers to cross jurisdictional boundaries when requested so we can pool all resources, and provide the entire Alleghany Highlands community with the best possible police service available. Using $ 468,000 of a U.S. Department of Justice COPS Technology grant to purchase, and install mobile-portable radios in Sheriff’s office, Clifton Forge PD, Covington PD, Douthat State Park police vehicles. Also, portable radios were purchased for area Virginia State Police, to upgrade and enhance radio communications between all area law enforcement. Implemented mobile data computers in all patrol vehicles as part of a technology grant. Played a key role in working with the local governing bodies to upgrade the radio system for all FIRE, EMS, and POLICE, going from 60 % coverage in the County to 95%. He has had a full-time investigator in the Alleghany Highlands Drug Task Force since 2008. Ten deputies have attended a National Institute of Justice NIJ workshop “Innovations in Forensic Science” at Radford University with no cost for training, lodging, or meals. Three Deputies graduated from the ten-week Forensic Science Training Academy in Richmond which gives them the ability to process crime scenes and properly package evidence to be processed. Partnered with the District 23rd Masonic District Lodges (Covington, Clifton, Millboro, Valley Springs) to provide child Id DVDs to guardians in case of lost or missing children. All deputies have been revive trained along with citizens which allows them to carry Narcan to be used during a drug overdose. He was successful in expanding the
SRO program along with the Board of Supervisors and the Alleghany school system. Every county school now has had School Resource Officer in the building for the past four years. He will have two School Resource Officers assigned at the newly consolidated Alleghany High School this fall. He worked with the CSB and Covington, Clifton Forge PD to obtain a $ 535,000 grant to form a Crisis Intervention site and hire CIT Deputys to man the assessment center which is open Tuesday-Friday 11:00 a.m.-9:00 p.m. He partnered with Ingrid Barber, and her staff at the Alleghany Highlands Community Services Board to provide mental health, and substance abuse counseling in the jail since 2016. He along with Barber, and then Commonwealth Attorney Ed Stein worked for five years to implement a drug court in the Alleghany Highlands. They received a grant and were able to start the program in early 2020. For their efforts in implementing this program Barber, Hall have been coined the “mother” and “father” of the drug court. Hall along with several of his staff worked with the M3 militia, chamber of commerce, area restaurants, salvation army, and churches to deliver meals to over three hundred citizens three days a week during the Covid pandemic. In October of 2022, he implemented the pathway to achieve program provided by Paytel the inmate phone system in the Alleghany Regional Jail. This program provides free tablets at no cost to the taxpayers to all inmates while serving their sentence. These tablets have over nine hundred college professor-approved courses in areas such as carpentry, plumbing, electrical, cdl, substance abuse, mental health, how to be a better parent etc. Inmates are rewarded with credits for free music, movies, and games after completing the courses. In February of 2023, he had an investigator trained by the Internet Crimes Against Children Task Force at the Bedford County Sheriff’s Office where he was given the training and equipment to go after online predators. Since joining the ICAC task force he has made over 20 cases to date involving child exploitation. The Alleghany Highlands Drug Task Force has made 1669 drug cases since Hall took office on January 1, 2008. The jail has received a 100% audit from the Department of Corrections for the past sixteen years. He re-established the neighborhood watch program under the direction of Chief Deputy Colonel Chris Fisher.
Hall points out that without the hard work of a very professional, and dedicated staff I wouldn’t have been able to implement these programs and audits. I would like to thank the Alleghany County Board of Supervisors, City of Covington Council, Town of Clifton Forge Council, and the Iron Gate Town Council for their support over the past fifteen and a half years, and look forward to continuing a good working relationship the next four years.
If re-elected we will continue to provide a professional, and efficient law enforcement service for the entire community. The goals for the next four years are to improve on the current services that we provide. Also, to work with area leaders on the overcrowding jail issue. Work with Chief Smith of the Covington Police Department, and Chief Wickline of the Clifton Forge Town Police to establish a regional Emergency Response Team “SWAT” to pool our resources during those high-risk situations. Implement the Cyber Swat program through the safe surfing foundation in our schools. This program is led by students to teach others about internet safety with the School Resource Officer as a liaison. Aggressively go after online predators with the Internet Crimes Against Children Task Force to keep our children safe from Child Exploitation. To reduce the recidivism of inmates by educating them, providing both mental health, and substance abuse treatment to make our community a better place to live.
It is also a goal to maintain the trust, confidence, and support of the citizens of the Alleghany Highlands.
