Chen, Xiaohong, 53, Female, New York – No bond – 18.2-347 Maintain a Bawdy Place

Summer Body Work – 7307 Williamson Road
Xiuying, Li, 53, Female, Texas – No bond – 18.2-347 Maintain a Bawdy Place
Li, Xiuli, 49, Female, New York – No bond – 18.2-347 Maintain a Bawdy Place

Best Spa – 6429 Williamson Road
Lu, Hongjuan, 62, Female, New York – No bond – 18.2-347 Maintain a Bawdy Place

Angel Massage – 3109 Brambleton Avenue
Chang, Yuling, 35, Female, New York – No bond – 18.2-347 Maintain a Bawdy Place

In addition, two “johns” were arrested on Summonses:
Deboard, Danny, 70, Male, Botetourt County – 18.2-347 Frequenting a Bawdy Place
Baugess, Oliver, 56, Male, Roanoke City – 18.2-347 Frequenting a Bawdy Place

In total, police seized three vehicles and over $44,000 in cash.

This is an active and ongoing investigation.

3:00 p.m. Update

Following citizen complaints, Roanoke County Police has been conducting an investigation of illicit
massage parlors in the County and at approximately 10:00 a.m. today executed search warrants at the
following locations:

Relaxing Choice Spa at 5346 Peters Creek Rd
Red Apple Asian Massage at 8201 Williamson Rd
Summer Body Work at 7307 Williamson Rd, Suite B
Best Spa at 6429 Williamson Rd
YJN at 2155 Electric Rd
Sunny Spa at 3652 Brambleton Ave
Amazing Body Works at 3212 Brambleton Ave
Angel Massage at 3109 Brambleton Ave

With the assistance of the Botetourt County Sheriff’s Office, a search warrant was served at a home on Island Green Rd in Daleville. Items were seized related to the search warrant. Victims were located and removed from the establishments and offered resources.
Subjects have been arrested and still being processed into the jail. Updates on identities and charges will be released at a later time.

Police are working with the Roanoke County Commissioner of the Revenue’s Office to review the status of the business licenses. This effort was in coordination with partner agencies, including the Roanoke County Commonwealth’s Attorney’s Office, the U.S. Attorney’s Office for the Western District of Virginia, Botetourt County Sheriff’s Office, Federal Bureau of Investigation (FBI), Office of Inspector General, Homeland Security
Investigations, U. S. Immigration and Customs Enforcement (ICE), and Roanoke City Police. This will be an ongoing investigation
