CALL TO ORDER

APPROVAL OF MINUTES
Regular Meeting — August 11, 2026

RECOMMENDATION: Approve the minutes of the regular meeting held on August 11, 2026.

RECOMMENDATION: Approve all departmental reports as submitted in writing.

2. Rescheduling of the October Town Council Meeting

Consider approval of rescheduling the October Town Council meeting from October 13, 2026, to October 14, 2026, due to scheduling conflicts associated with the Virginia Municipal League (VML) Annual Conference.

RECOMMENDATION: Approve rescheduling the October Town Council meeting from October 13, 2026, to October 14, 2026.

3. Ordinance Regarding the Unlawful Discharge of Firearms

Consideration of an ordinance amending Section 62-9 of the Code of the Town of Clifton Forge, Virginia, of 2015, as amended, for the purpose of establishing a fine for the unlawful discharge of firearms.

RECOMMENDATION: Approve the ordinance as presented.

DEPARTMENT: Police Department

4. Consideration of Revocable Right-of-Way Permits for Benches

To consider approval of revocable right-of-way permits for the placement of three (3) four-foot black iron benches on public sidewalks. These requests were referred to Town

Council by the Architectural Review Board and include the following:

 Jane Greenwood: Two memorial benches—one at the Disability Services; 519
E. Ridgeway and one at Lollie’s Quilt Shop; 515 E. Ridgeway St.

 Jennifer Oeltjen: One decorative bench at Livy’s Closet; 507 E. Ridgeway St.

RECOMMENDATION: Approve the issuance of revocable right-of-way permits subject to any conditions established by the Town and in accordance with Virginia Code § 15.2-2009.

CLOSED SESSION

1. Land Discussion:

A closed session pursuant to Virginia Code § 2.2-3711(A)(3), as amended, for discussion or consideration of the disposition of publicly held real property involving the alley off Madison Street, where discussion in an open meeting would adversely affect the Town’s bargaining position or negotiating strategy.

2. Firehouse Staff Personnel Matter

A closed session pursuant to Virginia Code § 2.2-3711(A)(1), as amended, for discussion concerning personnel matters involving  firehouse staff.
