CITY OF COVINGTON COUNCIL
REGULAR MEETING AGENDA
TUESDAY, AUGUST 11, 2026 at 6:30 PM

Covington City Council will hold a regular meeting on TUESDAY, AUGUST 11, 2026, at 6:30 PM in the Council Chambers of City Hall located at 333 West Locust Street, Covington, Virginia.

CALL TO ORDER & ATTENDANCE

INVOCATION

APPROVAL OF AGENDA (Portion of meeting used to add or make changes.)

PRESENTATION OF RESOLUTION R-26-23 HONORING JOSHUA “JOSH” ANGLIN’S RECORD- BREAKING BOWLING ACHIEVEMENT

DISCUSSION OF ALLEGHANY HIGHLANDS PUBLIC SCHOOLS REQUEST FOR 1% SALES TAX REFERENDUM FOR SCHOOL CONSTRUCTION AND RENOVATION

PRESENTATION BY ERIC TYREE ON DEVELOPMENT SERVICES, BLIGHTED PROPERTIES, & PLANNING COMMISSION PROCEDURES

CITIZEN COMMENTS

ORDINANCES AND RESOLUTIONS:

1. There are no ordinances for August 2026 for Council to consider.

2. To consider and vote on Resolution R-26-23: Honoring Joshua “Josh” Anglin for his record-breaking marathon tenpin bowling achievement.

3. To consider and vote on Resolution R-26-24: At the request of Alleghany Highlands Public Schools, requesting that the Alleghany Circuit Court place a referendum on the November 3, 2026 ballot regarding whether the City of Covington may levy an additional local sales tax at a rate not to exceed
one percent for school construction and renovation projects.

4. To consider and vote on Resolution R-26-25: Appropriating $800.00 in DARE contribution funds received by check for the City of Covington Police Department DARE Program. No City Match.

APPOINTMENTS:

1. To consider and reappoint John “Jay” Crowder to the Covington Planning Commission. Mr. Crowder’s term expired on June 30, 2026.

2. To consider and appoint Lee Roe to the Covington Planning Commission. Mr. Roe will fill the seat vacancy of Gene Mundy. Mr. Mundy’s partial Term would have expired on June 30, 2026.

3. Alleghany Highlands Chamber of Commerce Board of Directors: Does not need filled. Currently assigned to Mayor Hunter. Term expires on 12/31/2026.

4. To consider a City of Covington Council representative for the Alleghany Economic Development Corporation: To fill the unexpired term of the late Mayor Fred Forbes that expires on 12/31/2026.

5. To consider a City of Covington Council representative for the Chief of Elected Officials (CLEO): To fill the unexpired term of the late Mayor Fred Forbes that expires on 12/31/2026.

6. League of Older Americans (LOA): Does not need filled. Currently assigned to Mayor Hunter. Term expires 12/31/2026.

7. The Recovery Court Advisory Board: This is something that does not need filled. This was a board that Mayor Forbes was on that isn’t City appointed.

8. To consider a City of Covington Council representative for the Roanoke Regional Partnership: To fill the unexpired term of the late Mayor Fred Forbes that expires on 12/31/2026 – MAYOR ONLY

9. To consider a City of Covington Council representative for the Roanoke Valley – Alleghany Regional Commission: To fill the unexpired term of the late Mayor Fred Forbes that expires on 12/31/2026

10. To consider a City of Covington Council representative for the Alleghany Highlands TAP Board: To fill the unexpired term of the late Mayor Fred Forbes that expires on 12/31/2026.

11. To consider a City of Covington Council representative for the Roanoke Regional TAP Board: To fill the unexpired term of the late Mayor Fred Forbes that expires on 12/31/2026.
