LOW MOOR, VA (VR) — The Alleghany Highlands School Board has appointed longtime local business owner and community leader David Rooklin as the division’s new Chief of Infrastructure and Operations.
The board approved Rooklin’s appointment during a special meeting Thursday, July 30. He began his new duties Monday, Aug. 3.
Rooklin succeeds Shane Reid, who served as the division’s Director of Maintenance and Transportation and retired July 31 after years of dedicated service to Alleghany Highlands Public Schools and Covington City Public Schools.
Rooklin’s appointment is part of a broader transition within AHPS’ central office following the retirements of four key leaders. As part of the transition, the division has restructured its central office operations to create a more efficient leadership model, reduce the overall number of administrative positions, and ensure resources remain focused on supporting classroom instruction.
“David brings valuable experience in construction, operations, and leadership that will benefit our school division,” said Jon Lanford, chair of the Alleghany Highlands School Board. “His knowledge of this community and his commitment to serving others make him a great fit for this position. We look forward to the work he will do to support our students, staff, and schools.”
Rooklin brings more than 30 years of experience in construction, maintenance, operations, and business leadership throughout the Alleghany Highlands and Shenandoah Valley. His background includes managing major projects, leading teams, overseeing maintenance operations, and working with organizations focused on safety, quality, and efficiency. He holds a bachelor’s degree in business administration from James Madison University in Harrisonburg.
His connection to the Alleghany Highlands runs deep. Rooklin’s family has been part of the local business community for generations, managing properties and operating a successful retail store in Covington that served residents for 100 years. The family-owned store was one of the longest-standing businesses in the Highlands, and it became a familiar part of the community.
As owner of Rooklin Enterprises Inc., Rooklin manages mobile repair and service operations for trucks, trailers, and heavy equipment. He also operates Rooklin Real Estate LLC, overseeing property improvements, maintenance, and rental operations.
Before entering private business, Rooklin served as general manager of Rockydale Quarries in Harrisonburg, where he supervised employees and served as a liaison to the Virginia Department of Transportation. His earlier career included superintendent roles with Charles W. Barger & Son in Lexington and Hammond-Mitchell Inc. in Covington, where he managed road construction projects, bridge replacements, and environmental compliance efforts.
In addition to his professional experience, Rooklin has a long history of community service. He has served on the Alleghany Highlands YMCA Board of Directors, including a term as chairman, and has been involved with the Virginia Transportation and Construction Alliance, the Covington Jaycees, and Kiwanis. He has also coached youth league basketball.
As Chief of Infrastructure and Operations for AHPS, Rooklin will provide leadership and oversight for facilities, maintenance, transportation, safety, food services, and long-range planning.
Lanford also recognized Reid’s contributions to AHPS during his time overseeing maintenance and transportation operations.
“Shane has been an important part of Alleghany Highlands Public Schools, and we appreciate his dedication, leadership, and commitment to our students, staff, and community,” Lanford said. “His work has helped ensure our schools remain well maintained and ready to serve our students each day. We are grateful for his many years of service to our community and wish him the very best in retirement.”
Alleghany Highlands Public Schools was created in July 2022 through the merger of Alleghany County Public Schools, Covington City Public Schools, and Jackson River Technical Center. The division is supported by funding from Alleghany County and the City of Covington. By combining resources, the merger has helped improve efficiency and provide more opportunities for students in the community.
