Dr Cynthia Carter will be one of the featured guest speakers. Speaking on the topic of Mental Health.
Since 2006, Dr. Carter has been a clinician in the Patuxent Youth Program/Maryland Department of Public Safety and Correctional Services located in Jessup, Maryland. She served as the Patuxent Youth Program’s Team Leader from September 2010 to July 2016. Under her leadership the following supportive programs were initiated (Patuxent Art Program, Patuxent Poetry Program, and Patuxent Dog Program.) Dr. Carter has over thirty-five years of experience working as a clinician in various private and state government agencies. She has worked mainly with at risk youth and youth offenders. She has developed, as well as, implemented individual and classroom management programs for children with ADHD and other Disruptive Behaviors. As part of her doctoral requirements, she developed a Secondary Prevention Model for Preschool Children at Risk for Disruptive Behavior Disorders.
Dr. Carter has provided presentations, trainings, and workshops to school and community settings within the District of Columbia, Maryland, and Virginia area, on a wide range of topics such as ADHD, Managing Difficult Behaviors, Stress Management, and Managing Youth Offenders. From 2015-2016 she served on the Congressional House Judiciary Sub-committee Criminal Justice/Juvenile Justice Reform Task Force ,chaired by Congresswoman Sheila Lee Jackson, which provided recommendations on Criminal Justice and Juvenile Justice Reform, in particular Youth incarcerated as adults.
In 2014, she was the recipient of the Civilian Employee of the Year award for Patuxent Institution and Outstanding Teen Leader /First Baptist Church of Highland Park-Teen Ministry. Dr. Carter has Doctor of Psychology degree (American School of Professional Psychology-Washington, DC) and Master of Arts Degree (Sam Houston State University-Hunstville, Texas). She received her Bachelor of Science degree (Administration of Justice with specialty in Juvenile Justice) from Virginia Commonwealth University (Richmond, VA). She has been employed as a clinician at the District of Columbia Department of Corrections (Lorton, VA), were she was the Acting Chief Psychologist; and Texas Department of Corrections (Tennessee Colony, Texas) were she developed a therapeutic horticulture program for incarcerated individuals in the Psychology Center inpatient unit. Dr. Carter is a member of Sigma Gamma Rho Sorority, Inc. She is a member of First Baptist Church of Highland Park in Landover, Maryland; and a former member of Wrightsville Baptist Church in Covington, Virginia. She is a 1979 graduate of Covington High School.
