Covington City Council to Consider School Sales Tax Referendum

COVINGTON, VA (VR) – The City of Covington is considering whether to place a proposed 1% Local General Retail Sales Tax Referendum on the November 3, 2026 ballot for City voters to decide.

According to information shared on the City of Covington Facebook page, Alleghany Highlands Public Schools has requested the referendum to help fund public-school construction, major renovations and related capital projects.

Under Virginia law, the additional local sales tax would require voter approval before it could be authorized. City Council’s consideration of Resolution R-26-24 would not impose the tax but would request that the referendum question be placed on the ballot. Even if voters approve the measure, City Council would still need to adopt an ordinance before the tax could take effect.

If ultimately approved and imposed, the tax could not exceed 1% of local general retail sales. Food purchased for human consumption and essential personal hygiene products would be excluded under state law. Revenue generated by the tax would be restricted to eligible Alleghany Highlands Public Schools construction, major renovation and related school capital projects. The tax would expire June 30, 2046.

City Council is scheduled to consider and vote on Resolution R-26-24 at its regular meeting Tuesday, August 11, at 6:30 p.m. in the Council Chambers at City Hall, 333 W. Locust Street. Public participation is welcomed and encouraged.

The deadline for the required Alleghany Circuit Court process is August 14, 2026, in order for the referendum question to appear on the November 3 ballot.

The City emphasized that the information is being provided for informational purposes to explain the proposed referendum and its approval process. Residents with questions may contact Covington City Hall at (540) 965-6300 or visit the City of Covington website.
