Virginia State Police Sr. Trooper B.J. Hobbs is investigating a fatal crash in Alleghany County. The crash occurred Monday at approximately 8:30 p.m. on Route 696, approximately two miles east of Route 616.

A Subaru Outback was traveling west on Route 696 when it crossed the centerline and struck head-on a 2021 Dong Fang moped.

The impact of the crash caused the moped’s rider to be thrown from the vehicle and into a Nissan Titan pickup truck. The Nissan was traveling east on Route 696 behind the moped when the crash occurred. Meanwhile, the Subaru did a u-turn in the road and fled the scene headed east on Route 696. A short time later, the Subaru ran off the side of Route 696 and crashed. Its driver fled the scene on foot.

The moped rider, Randall L. Tinsley, 26, of Low Moor, died at the scene. He was wearing a helmet.

The driver of the Tian pickup truck was not injured in the crash.

With the assistance of the Botetourt County Sheriff’s Office, Virginia State Police took the Subaru’s driver into custody early Tuesday on a warrant issued by the Clifton Forge Police Department. Charges related to the fatal crash are pending at this stage of the ongoing crash investigation.

Prior to the fatal crash, the Subaru had been involved in a pursuit with the Clifton Forge Police Department.
