Operation “Pipe Dream” Results In 23 Arrests

On April 27, 2021, the Alleghany Highlands Drug Task force conducted an operation called “Pipe Dream.” Thirty-one people were indicted by an Alleghany Grand Jury. Twenty-three people have been arrested.

Those individuals arrested are as follows:

Bob Cramer Adkins, 56, of Clifton Forge — non-violent felon in possession of a gun within 10-years.
Shawn Thomas Brown, 41, of Covington — sale/provide resale of schedule one or two narcotic.
Tracy Allen Brown, 52, of Clifton Forge — sale/provide resale of schedule one or two narcotic.
Cody Lee Cade, 27, of Covington — two-counts – possession of schedule one or two narcotic.
Brittany Nicole Carter, 30, of Covington — sale/provide resale of schedule one or two narcotic, conspiracy to violate drug act, obtaining money under false pretenses.
Deborah Small, 62, of Hot Springs — second offense – manufacture/distribution of schedule one or two narcotic.
Christopher Wade Thrift, 36, of Clifton Forge — second offense – manufacture/distribution of schedule one or two narcotic.
Russell Allen Willis Jr., 43, of Covington — non-violent felon in possession of a gun within 10-years, felony possession of weapon/ammunition.
Christopher Wolfe, 23, of Covington — possession of a schedule one or two narcotic.
Shelly Dawn Fridley, 42, of Covington — sale/provide resale schedule one or two narcotic.
Laura Leeann Copenhaver, 27, of Clifton Forge — sale/provide resale schedule one or two narcotic, conspiracy to violate drug act, sell/distribute schedule three narcotic (non-steroidal).
William Julian Cosby, 47, Covington — second offense – manufacture/distribution schedule one or two narcotic.
Jonathan Galyon, 41, of Covington — sale/provide resale schedule one or two narcotic, conspiracy to violate drug act.
Matthew Lee Ginger, 41, of Covington — manufacture/distribution schedule one or two narcotic, non-violent felon in possession of a firearm within 10-years.
Kendrick Shawn Hulsey, 36, of Clifton Forge — second offense – manufacture/distribution of schedule one or two narcotic.
Larry Wayne Irvine Jr., 28, of Clifton Forge — sale/provide resale schedule one or two narcotic, conspiracy to violate drug act.
Christopher Patrick Morehead, 23, of Covington — possession of schedule one or two narcotic, unauthorized possession of drug paraphernalia, second offense – manufacture/distribution of schedule one or two narcotic, conspiracy to violate drug act, obtaining money under false pretenses.
Melissa Jo Morris, 49, of Clifton Forge — non-violent felon in possession of a gun within 10-years.
Joshua Neal Phillips, 32, of Covington — conspiracy to violate drug act.
Dustin Ty Reynolds, 24, of Covington — possession of schedule one or two narcotic.
Latrice Green, age unknown, of Fairlawn — distribution/sale-for-profit schedule one or two narcotic, conspiracy to violate drug act.
Dustin Owens, age unknown, of Blacksburg — second offense – manufacture/distribution of schedule one or two narcotic, conspiracy to violate drug act.
Derrick T. Wheeler, age unknown, address unknown — distribution/sale-for-profit schedule one or two narcotic, conspiracy to violate drug act.

The task force was assisted by the Alleghany, Bath and Craig County Sheriff’s offices, as well as the Covington and Clifton Forge Police Departments, and the Virginia State Police.
