COVINGTON, Va. (VR) – Cathy M. Kimberlin, Covington Commissioner of the Revenue, has announced that she is seeking re-election in the November 4, 2025 general election. She is unopposed. Kimberlin was first elected to this office in 2005. Before that she served as Deputy Commissioner of the Revenue for 18 years.
During Kimberlin’s time in office, she has established a VITA (Volunteer Income Tax Assistance) site for low-income and elderly tax filers and she has implemented the computerization of the real estate tax records by utilizing new assessment software which has enabled making real estate information
available on the internet. While serving as Commissioner of the Revenue, Kimberlin has taken on extra duties such as the assessment of the vehicle license fee and establishing auditing procedures to help ensure that every taxpayer pays their fair share of tax dollars.
Kimberlin is a member of the Commissioners of the Revenue Association of Virginia, the Virginia Association of Assessing Officers, the Virginia Association of Locally Elected Constitutional Officers, the Virginia Association of Local Tax Auditors and the West Central Commissioners of the Revenue
Association. In 2008, she was designated as a Master Commissioner of the Revenue by the University of Virginia’s Weldon Cooper Center for Public Service in conjunction with the Commissioners of the Revenue Association’s career development program and has maintained this designation every year since then. Kimberlin and her staff were recognized in 2019, by the Commissioner of the Revenue Association of Virginia, with office accreditation. This is awarded each year for continued excellence in meeting statewide Standards of Performance. My office has been awarded accreditation from 2019 – 2025.
Kimberlin has lived in the City of Covington her entire life. She resides at 213 W. Persinger Street. She is the daughter of the late Herman H. and Mary Lorraine Martin. She has one daughter, Wendy M. Kidd of Covington, one grandson, Andrew Kidd, one great grandson, Carter Kidd and one great granddaughter, Sadie Kidd. Kimberlin graduated from Covington High School in 1979 and received a certificate in clerical studies from Dabney S. Lancaster Community College in 1981. Prior to being hired by the City of Covington in 1987, Kimberlin worked for six years at Westvaco Corporation as a temporary office worker. She is a member of Edgemont Presbyterian Church where she serves as treasurer, deacon and chair of the finance committee.
