CHARLOTTESVILLE, Va. (VR) – At the most recent Virginia High School League (VHSL) Executive Committee meeting, confusion arose surrounding the transgender policy passed earlier this year. Contrary to some public concerns, the policy was neither debated nor revised during the meeting.
The transgender policy, enacted on February 10, 2025, remains unchanged. During the May 8 meeting, the Executive Committee ratified prior actions through a standard Consent Agenda — a parliamentary procedure used to acknowledge that a meeting occurred and decisions were made, without reopening discussion or votes on those matters.
Items in the Consent Agenda included the approval of March meeting minutes and the ratification of emergency legislative votes already taken, including those on the transgender policy (28A-8-1), participation limitation (54-6-1), and athletic participation rule (28B-3-1). These items were acknowledged with a brief voice vote that lasted less than ten seconds.
“Ratify,” in this context, simply confirms that the emergency votes previously occurred and does not imply any new action, discussion, or opportunity for debate.
The policy update stems from the Executive Committee’s February 10 vote to bring VHSL in compliance with the Executive Order titled “Keeping Men Out of Women’s Sports.” Emergency legislation was introduced shortly after and took immediate effect.
Despite some public misunderstanding, the meeting served only to document prior actions and did not alter any existing policies.
