LOW MOOR - Window and door replacements at Alleghany High School will cost a little more than $1 million.
The Alleghany County School Board, meeting at Mountain View Elementary School Monday, approved a $1,060,000 bid on the high school project.
The low bid was submitted by South End Construction of Roanoke. Other bids ranged from $1,079,000 to $1,164,500.
Contractors will remove existing windows at the high school and replace them with more energy efficient aluminum windows. Exterior doors will also be replaced.
“This is long overdue,” School Board Chairman Randy Tucker said.
The school board began to turn its attention to renovating Alleghany High School last year after construction of a new school was ruled out due to financial constraints.
School officials have identified $7.6 million in capital needs at the high school. This year, projects at the school are being funded through money available within the school division’s budget. The school board has approximately $1.6 million in Virginia Lottery and state capital improvement funds available for the projects in the 2009-2010 budget. The money includes $854,190 in carryover lottery and state CIP funds from last year’s budget. The school board expected to receive $786,820 in additional funds in the current budget year. In addition, the Alleghany County Board of Supervisors has provided the school board with $200,000 earmarked for high school renovations.
The school board spent $191,306 earlier this year to address safety improvements in Hodnett Hall. Four other projects approved by the school board for current budget year are roof repairs and maintenance, $180,000; replacement of the gym floor and bleachers, $181,000; and replacement of interior floor surfaces, $287,000 and replacement of windows and door.
The replacement of the windows and doors was originally expected to cost, $740,000. Kenny Higgins, the school division’s director of administrative service, said the original scope of the project was expanded to include more windows. Higgins said contractors will also be power washing sidewalls at the school and replacing keys and locks to address safety concerns.
The school board has decided to use a pay-as-you-go approach to carry out the projects until the Alleghany County Board of Supervisors agrees to a more comprehensive funding package that will allow all of the school’s needs to be addressed at once.
In addition to the work that is being planned for this budget year, the school board has reviewed a list of other projects that includes: repaving parking lots and roadways, $220,000; implementing measures to control flooding and improve drainage, $810,595; upgrading the electrical distribution system, $185,000; air conditioning and heating upgrades for classrooms, the gym and Hodnett Hall, $2.4 million; installation of suspended ceilings, $304,000; replacement of restroom fixtures, piping and partitions, $430,000; interior and exterior painting, $80,000; track resurfacing and revamping pedestrian traffic patterns, $190,000; replacement of baseball field lighting, $185,000; and renovation and expansion of the athletic field house, $750,000.
Also during Monday night’s meeting, Tucker and Clifton Forge West representative David Halsey said they will be leaving the board when their terms expire in July.
Tucker, who represents the Sharon District, has served on the school board since Oct. 2001. He was initially appointed to fill an unexpired term and was appointed to a full four-year term in 2006.
Halsey has served on the school board since fall of 2003. He also served on the former Alleghany Highlands School Board from 2000 to 2001.
The board will also be getting a new Clifton Forge West representative in January. Suzanne Adcock, who was appointed to the seat in July 2008, was elected to the Alleghany County Board of Supervisors two weeks ago. Her replacement will be appointed by the board of supervisors.
In other business Monday, the board:
– Reviewed on-time graduation rate data from the Virginia Department of Education.
The data, released last month, shows that 85.3 percent of Alleghany High School seniors graduated on time in 2008-2009. The school’s drop out rate was 7.8 percent.
– Approved personnel changes.
William C. Biggs Jr. was appointed as a full-time bus driver. Jessica James was appointed as a part-time cafeteria worker.
The board also approved several substitute employees. The substitutes include: Raymond Ames, Melanie Boyd, Joanne Hayslett, Amber Ramsey, Nancy Robens, Christina Stanfield and Andrea Tolley, substitute teachers; Cathy Carroll, Cheyenne Nicely and Mary Tabor, substitute teacher assistants; Lisa Harmon, Gail Hill and Lelia Carroll, substitute cafeteria workers; Bettie Boguess, Don Heironimus and Lisa Neal, substitute bus drivers.
Extra-curricular appointments include: Amy Childs, volunteer girl’s basketball assistant coach; Jeff Cantrell and Phillip Neff, volunteer boy’s junior varsity baseball assistant coaches; Gavin Haynes, volunteer boy’s varsity baseball assistant coach; Jose Aragones, head coach, girl’s varsity soccer coach; Lori Dressler, girl’s varsity soccer assistant coach; and Fredy Munoz, varsity boy’s soccer assistant coach.
The board accepted the resignations of John Taylor, math teacher at Alleghany High School; and Gabrielle Sabatino, as a part-time cafeteria worker at Clifton Middle School.
