Sheriff Kevin Hall authorized Col. Matthew A. Bowser on Jan. 6, to release to the media a summary of the promotions that were awarded to his staff during 2022.
Deputy Ricky Bates, the School Resource Officer (SRO) at Callahan Elementary School, has been promoted to Corporal and will continue his assignment to protect the school’s students and staff while preventing crime.
Deputy Sierra Cosby also was promoted to the rank of Corporal and will continue as SRO at Alleghany High School.
Mountain View Elementary School will continue to be protected by Deputy Scott Dudding who was promoted to Corporal.
Deputy Michael Garcia has been promoted to the rank of Corporal, and he has been assigned to the Patrol Division where he will share duties with Deputy Phil Lewis who was also promoted to Corporal.
Continuing as an AC officer, Deputy M. Todd Ailstock was also promoted to the rank of Corporal.
Cpl. Clinton Phillips has been promoted to the rank of Sergeant and placed in charge of Civil Process.
Receiving a promotion from 1st Sergeant to Lieutenant, Chris Fisher is in charge of SRO Program, DARE and Crime Prevention.
Sergeant Richard Shull has attained the rank of Lieutenant, and he has been assigned to Criminal Investigations.
Promoted to the rank of Lieutenant from Sergeant, Thomas Deem is in charge of the K9 program and Training Officer.
Captain Scott Fischer, who was promoted to the position from Lt., is in charge of Criminal Investigations.
Captain Casey Gibson has risen to the rank of Major, and he is serving as Patrol Commander and ERT Leader.
Sheriff Hall, who served for 22 years on the City of Covington’s Police Department, has served as the President of the Virginia Sheriffs’ Association, and he has occupied his current position since being sworn in on Jan. 1, 2008.
