NOTICE TO THE PUBLIC OF AN APPLICATION BY

BRIGHTSPEED FIBER CONNECTION LLC, FOR

CERTIFICATES OF PUBLIC CONVENIENCE AND

NECESSITY TO PROVIDE LOCAL EXCHANGE AND INTEREXCHANGE TELECOMMUNICATIONS SERVICES IN THE COMMONWEALTH OF VIRGINIA

CASE NO. PUR-2025-00217

 

On December 16, 2025, Brightspeed Fiber Connection LLC (“BFC” or “Company”) completed the filing of an application (“Application”) with the State Corporation Commission (“Commission”) for certificates of public convenience and necessity to provide local exchange and interexchange telecommunications services throughout the Commonwealth of Virginia.  The Company also requested authority to price its interexchange telecommunications services on a competitive basis pursuant to § 56-481.1 of the Code of Virginia (“Code”). Included in its Application is BFC’s notice to the Commission of its election to be regulated as a competitive telephone company in accordance with Code § 56-54.2 et seq.

 

The Commission entered an order that, among other things, directs the Company to provide notice to the public of its Application and provides an opportunity for public comment and requests for hearing on the Application.

 

Public copies of the Application may be downloaded from the Commission’s website: scc.virginia.gov/case-information or may be obtained from BFC’s counsel:  Cody T. Murphey, Esquire, Williams Mullen, 200 South 10th Street, Suite 1600, Richmond, Virginia 23219 or cmurphey@williamsmullen.com.

 

On or before February 6, 2026, any interested person may submit comments on the Application electronically by following the instructions on the Commission’s website: scc.virginia.gov/case-information/submit-public-comments.  Those unable, as a practical matter, to submit comments electronically may file such comments by U.S. mail to the Clerk of the Commission, c/o Document Control Center, P.O. Box 2118, Richmond, Virginia 23218-2118. All comments shall refer to   Case No. PUR-2025-00217.

 

On or before February 6, 2026, any interested person may file a request for a hearing on the Application with the Clerk of the Commission at scc.virginia.gov/clk/efiling.  Those unable, as a practical matter, to file electronically may file a request for hearing by U.S. mail to the Clerk of the Commission at the address listed above. Such request for hearing shall include the email addresses of such parties or their counsel, if available. Requests for a hearing shall include:  (i) a precise statement of the filing party’s interest in the proceeding; (ii) a statement of the specific action sought to the extent then known; (iii) a statement of the legal basis for such action; and (iv) a precise statement why a hearing should be conducted in this matter. All requests for a hearing shall refer to Case No. PUR-2025-00217. Persons filing a request for hearing shall send a copy of their request to BFC’s counsel at the address set forth above.
