WORK SESSION

TUESDAY, SEPTEMBER 02, 2025, at 6:30 PM

The Council for the City of Covington will hold a work session meeting on TUESDAY, SEPTEMBER 02, 2025, at 6:30 PM in the Council Chambers of City Hall located at 333 W. Locust Street, Covington, Virginia.

Council will then enter into a Closed Session following the adjournment of tonight’s work session.

CALL TO ORDER & ATTENDANCE

APPROVAL OF AGENDA (Portion of meeting used to add or make changes.)

CITIZEN COMMENTS

APPOINTMENTS:

1. Appoint an Interim District 1 Candidate: To fill the vacant seat of the late Mayor Carson on the City of Covington Council.
a. Mrs. Tambria Scruggs – Duncan
b. Mr. David B. Goff

2. Appoint Mayor Fred Forbes to the Roanoke Valley – Alleghany Regional Commission: To fill the unexpired term of the late Mayor Carson.
a. This was tabled from the August 12, 2025, Regular Council Meeting to obtain meeting requirements that would best suit one of the Council Members.

3. Appoint Kayla Jones of the Department of Social Services to the Covington Housing Authority: To fill the unexpired term of Tammy Wilson. Ms. Wilson’s resignation is effective and will no longer be able to serve on or after August 31, 2025.
a. This was tabled from the August 12, 2025, Regular Council Meeting, Ms. Jones resides outside of the City of Covington. There is no code or ordinance listing the requirement that a representative of the Covington Housing Authority has to live in the City of Covington.

NEW BUSINESS

CLOSED SESSION – Pursuant to Section 2.2-3711(A)(3) and (8) of the Code of Virginia. To enter into closed session for the limited purpose of: Discussion or consideration of the acquisition of real property for a public purpose where discussion in open meeting would adversely affect the bargaining position of the public body related to properties located in the City.
