Covington City Council will hold a work session on TUESDAY, MARCH 03, 2026, at 6:30 PM in the Council Chambers of City Hall located at 333 West Locust Street, Covington, Virginia.

CALL TO ORDER & ATTENDANCE

ROANOKE VALLEY-ALLEGHANY REGIONAL COMMISSION’S (RV-ARC) ANNUAL UPDATE

PRESENTED BY JEREMY HOLMES EXECUTIVE DIRECTOR OF THE RV-ARC.

PUBLIC HEARING – TUESDAY, MARCH 10, 2026 at 6:30 PM

PUBLIC HEARING:

PROPOSED VACATION OF UNDEVELOPED PUBLIC RIGHT-OF-WAY – RIVERMONT REDEVELOPMENT PROJECT.
Pursuant to § 15.2-2006 of the Code of Virginia, staff will brief City Council on the proposed vacation of certain undeveloped public rights-of-way, including portions of E. Sycamore Street and an original 15-foot alley, located at and adjacent to the former Rivermont School property, in connection with the Rivermont redevelopment project. A public hearing is scheduled for Tuesday, March 10, 2026 at 6:30 PM in Council Chambers.

ITEMS FOR REGULAR SESSION AGENDA – TUESDAY, MARCH 10, 2026 WILL COMMENCE IMMEDIATELY AFTER PUBLIC HEARING

PROCLAMATION:

1. APRIL 2026 CLEAN UP MONTH – A Proclamation Designating April as Clean Up Month in the Alleghany Highlands.
Encouraging each citizen, as able, to collect at least one bag of litter during the week of April 19–25, 2026; encouraging clubs, organizations, and businesses to select cleanup locations and report their cleanup dates and times to the Alleghany Highlands Chamber of Commerce to support coordinated community efforts; and promoting continued year-round stewardship to preserve and enhance the beauty of the City of Covington.

ORDINANCES AND RESOLUTIONS:

1. To consider and vote on Ordinance O-26-01: Vacating certain undeveloped public rights-of-way adjacent to the former Rivermont School property.

2. To consider and vote on Resolution R-26-07: Accepting VDEM grant funds for Delta Advanced 911 services (No City
Match).

3. To consider and vote on Resolution R-26-08: Providing for Supplemental Appropriations in the General, Water, Sewer, and VDOT Sidewalk Funds.
